Aimed at breathing life into the NHIA ACT 2022, President Bola Tinubu has directed the Secretary to the Government of the Federation (SGF) to issue a service-wide circular to all Ministries, Extra-Ministerial Departments, and Agencies (MDAs) on the implementation of mandatory health insurance.
Sections 3 and 14 of the Act provide for mandatory health insurance for all Nigerians and legal residents.
Consequently, the implications of the President’s directive are as follows;
1. All MDAs must enroll their employees in NHIA Health Financing plan. They are allowed option of private plan.
2. For the purpose of Procurement: valid NHIA certificate is now mandatory for eligibility.
3. For licenses and permits: NHIA certificate is required for issuance and renewal.
4. NHIA is to launch digital platform for certificate verification.
5. MDAs are to develop internal systems for verification and monitoring.
This development aims at expanding health insurance coverage in the country, providing access to affordable and quality healthcare while significantly reducing out of pocket expenditure on health.
