National Health Insurance Authority (NHIA)
For Nigeria to advance toward Universal Health Coverage (UHC), broaden financial protection for vulnerable populations, and ensure equitable access to quality healthcare, health-financing decisions must be grounded in context-specific and actionable evidence tailored to the realities of in-country healthcare landscape. Guided by this strategic mandate, the National Health Insurance Authority of Nigeria (NHIA) commissioned five research studies. This research initiative was conceived as an institutional effort to address structural, operational, and policy bottlenecks across Nigeria’s health insurance ecosystem. By interrogating key operational pillars, ranging from financial protection mechanisms and coverage expansion to quality of care and equity, the research portfolio aims to generate empirical insights that directly inform policy design, resource allocation, and service delivery. The commissioned studies examined: 1. Drivers of Efficiency in Health Insurance Markets: Provider and insurer behaviour, consumer experience, incentives, and institutional performance under the NHIA. 2. Understanding Referral Pathways and Gatekeeping under the NHIA in Four Nigerian States: A comparative mixed-methods study. 3. Equity in Healthcare Access and Financial Protection among Insured and Uninsured Adults in Nigeria: A comparative study. 4. From Accreditation to Quality: Assessing whether accredited standards translate into quality care when insured patients access health facilities. . Understanding the Drivers of Awareness, Enrolment, Participation and Retention in Health Insurance in Nigeria. Moderated by Kurfi Abubakar Muhammad, Director of the Planning, Research and Strategy Department at the NHIA, the research portfolio sessions went beyond academic presentations. With insights from Zubin Cyrus Shroff, Technical Officer at the WHO Alliance for Health Policy and Systems Research, the research teams engaged in experience-based reflections focused on strengthening knowledge translation and connecting evidence to policy and implementation. By connecting research findings to implementation, the NHIA is strengthening the pathway from data to decision-making, ensuring that its strategic pillars of coverage, equity, efficiency, and quality care are powered by actionable science.
