National Health Insurance Authority (NHIA)
As Nigeria’s health financing landscape shifts, policymakers require evidence that connects health investments to tangible health outcomes. For the nation to shape its health financing future, a credible and centralized evidence base is non-negotiable. Recognizing this strategic imperative, the 2025 National Health Financing Dialogue prioritized the establishment of a national Health Financing Observatory to ensure access to decision-ready data. Launching the Nigeria Health Financing Observatory (NHFO), the Director-General of the National Health Insurance Authority (NHIA), Dr. Kelechi Ohiri, highlighted the platform as a channel for the Health Financing Technical Working Group (TWG) to publish outputs, outline strategic plans, and process research submissions. By integrating & structuring siloed data from a broad spectrum of credible institutions, including the NHIA, DHIS2, Budget Office of the Federation, Dataphyte, Office of the Auditor General of the Federation, Central Bank of Nigeria, World Health Organization, The World Bank Group, and private sector entities, the NHFO harmonizes datasets into a unified, consistent format. “The success of this observatory will not be measured merely by how visually appealing the dashboards are, ut by the policy decisions it informs, the level of engagement it generates, and how effectively stakeholders interrogate the data. The success lies in how these insights drive better care, stronger financial protection, optimized health budgeting, and smarter national planning,” Dr. Ohiri explained. Echoing the global relevance of this milestone, Dr. Kumanan Rasanathan, Executive Director, Alliance for Health Policy and Systems Research (WHO), noted that establishing an in-country health observatory is a cornerstone of national sovereignty. While digital dashboards exist globally, localized data remains essential for tracking health system performance, guiding health policy, and ensuring long-term national self-reliance. y connecting health spending against corresponding outcomes, the NHFO delivers both national & state-level thematic views tailored to diverse analytical needs of stakeholders. The NHFO delivers targeted value across the entire health landscape: Federal & State Governments: Benchmarks budget requests against national standards while identifying leakages between released funds and delivered healthcare services. Development Partners: Precisely tracks domestic funding gaps as external assistance transitions, optimizing co-financing alignment. Civil Society & Public: Accesses transparent execution data to advocate for budget performance and track household financial protection. Researchers & Academia: Gains a stable, citable open-data repository backed by explicit methodologies for every derived indicator. Private Sector & Investors: Receive state-by-state analytics on insurance coverage and market entry opportunities.
